“There has also been a generational shift in American politics. It is not just the new generation represented by President Clinton and Vice-President Gore, but if one looks at the Congress as well, Republicans as well as Democrats, one will find that there is a new generation that has no memory of the Great Depression of the 1930s or the mobilization of the American nation in World War II. There exists a different outlook. As a result, for now at least, Washington’s interest in foreign affairs has declined.”
