“You can’t roll-out a system like this unless you know whether people will use it. And the way to do that is to make sure that you have worked through whatever kinds of glitches show up when you road test it. And so we beta-tested this system with large companies and small companies alike, so as to make sure we could handle the large volume exporters but also not disadvantage any of the small businesses and sole proprietorships who, for one reason or another, need a license in order to do their, whatever they’re going to do. So there was a lot of credit to go around.”
